If you go to the "losses from nationally owned buildings" in the vanilla game, construction sector is NOT part of it because it is not owned by the government. Player (and every other nation) only has to pay for the wage of the workers and input goods for the construction sector.
This happens because in your mod construction sector ownership of the nation belongs to the government. In the vanilla game, construction sector ownership of the nation does not belong to the government nor the financial district. I think you accidentally created ownership for the construction sector when you make the mod which does not exist in the vanilla game. Hopefully this was clear enough.
