1. Before 1938, mostly light surface ships and small amount of heavy ships, a moderate number of submarines.
2. After 1938 but before 1941 (at peace), submarine production increases 4 times
3. At war with Britain, a sharp decline in heavy ship production, all industiral capacity shift to submarine and destroyer, with a liitle distributed to cruiser.
4. Britain capitulated but has war with US, back to build a large surface fleet
5. At war with any major but at peace with UK and US in late game, a balanced surface fleet
6. At peace in late game, a balanced surface fleet
Doesn't sound the same as yours.
It changes too much for me to use it. It changes ship design, boosts AI production, adds Dockyards etc. It's not just an AI mod.
Can you explain the AI fleet composition for the other major nations in your mod?
-Early: 1936-1938
-Rearmament: 1938-1940
-WWII: 1940-? (Most countries have historical enemies, they will stick to historical production strategy before the enemy is defeated)
-Post-war: After historical enemy surrenders
-WWIII: At war with majors after stage 3
There will be some differences between nations, some countries have finer division of production strategies, some don't.
I find that if I want a good AI to fight, I have to use tag switching and sometimes build it myself. (Using the "it" command to instantly produce all ships under production, having previously added construction of historical/good-quality warships for me to do battle with. Since this requires unpausing, definitely disable AI for your tag before switching.) ...And then I sometimes have to disable the (usually British) AI, manage its fleets myself, and thus ensure that my high-quality forces have high-quality enemies to engage. It's a lot more work, but it's either that or get bored. Just my two cents.
I already made a thread about your German naval AI production strategy. Please post explanations for the rest of the nations' AI naval production strategies so I can make a thread and show the Devs.

I am finding it hard to understand the code in common/ai_strategy. If you can find the time to post the naval production stages of the other AI countries I would appreciate it. I actually think it would make a really good standalone mod too.
