That is typical of what i get as well. Depending on your rig, It should maintain that level for the most part. Large battles will degrade your performance temporarily and regardless of your system, if the battle is very large or multiple large battles are going on at once, yeah you will feel it, but it should be temporary.
I did a basic stress test with this pack on a 24 hour run. (ran the game straight for 24 hours )
At the end of the test, I bottomed out at 20 and topped 60.
I also did a simulated battle on a test save with hundreds of ships at once. As expected, the frames gave up. So yes, this pack can bring any computer down to its knees. However, when or if that happens in your game depends on your play style. If you have minions of countless of fleets and you wage war anytime something moves, You may run into rough lag a lot sooner than say someone that is doing a lone wolf run.

It buffs Xenon I to ridiculous levels both on defense and offense. No faction fleet in my save is strong enough to take it on, so they just roam around and destroy even heavily fortified sectors in the universe.
