Late Marios Reform ??
I have 100 world cities ( Hugh Cities ). But the late Marion reform does not work. I am playing on medium difficulty. What is the problem?

Chaz changed the conditions in the later updates, you need 80 settlements total, and have a very specific settlements among those:
Rome, Antioch, Alexandria, Carthage, Pella, Pergamum, Gadir, Bagacum, Numantia, Ancyra, Amaseia, Brigantium, Lemonum, Carthago Nova, Lixus, Philadelphia
