Stats
Someone has yet to do this.

Maybe make it do more damage and faster firering rate, but make it less accurate?

Or maybe it more accuate do to the laser and does less damage?

Maybe it could be like the cow mangler and etc.

Does not require ammo

?% more accuracy

?% less ammo capacity

?% longer reload time
+ Accurate straight to the crosshair
+ Instant Kill
+ All Crits
+ Infinite reserve ammo
- 1 Bullet in a round
- No random critical hits

Balanced, no?

+ On alt fire: Send out a small wave of fire which will ignite enemies for 2-3 seconds. This can be done once every 8 seconds.
- Shots deal 25% less damage.
- Shots leave a small orange tracer line that fades after .5 of a second.

alt-fire= activates laser
laser battery 10 second
boost accuracy by 60%
crits on head shot
20 second charge time
when laser battery is used reduce fire rate by 40%, until laser battery is fully charged

the building idea is interesting
+When you headshot someone with a Sniper: Fills meter to 100%
+Alt-Fire: When meter is at 100%, shots bullets that "electrocutes" and stuns enemies.
-No random critical hits.
