Report a translation problem
So you made a new character, not using either of the "Jake" models... Correct? There's no reason for the armor slot to be locked... There's only one customized piece of armor (Jake's duster in the first alley) in the entire game, and nothing with the Unique tag, which would give it the locked symbol.
The bug has nothing to do with any armor item, nor vendor... It's far more likely to be a corruption in your core files. Follow HBS' instructions for verfiying the game files, and perhaps restart your current scene.
I saw your profile earlier today (when you sent the friend request, before it was set to private) and saw playtime on dragonfall, so that tells me you are using the steam version... So I know you are on the right version at least.
What do you remember about your first trip to the alley? Did you go there the first chance you had? Did you explore a bit first? Perhaps something incorrectly set the alley clear flag...
Did you see this on entering the alley and walking closer to the Ork and the Thug?

If I complete that conversation, and trigger the combat, and then run away and load a new map the ork gets stuck... I should be able to fix that tomorrow or Monday. (Its almost 2AM so I can't tonight)
The armor consistently worked fine for me though... so my best guess is try Dave's suggestion of verifying the game files...
Dave, is there a debug command which could be used to unlock the armor so Maple doesn't have to restart?
To the best of my knowledge, there is no debugger console script to unlock your armor.
I'd love to see this fully completed and with all the kinks worked out, if you're in contact with HBS at all, a finished version of this would make an excellent DLC that I'd be happy to throw some money at. Maybe they could help with the music problem too if they wanted to get involved.

Easiest solution is to mute the music, and play with your favorite version of the OST or remaster in the background.
Sounds like the glitch worked itself out, which is nice... Since that one sounded like an engine error, rather than a problem here. I'd almost be willing to bet that the verifying files and restart are what fixed it. (Verifying without the restart will load the corrupted version of the scene, not a clean fresh copy.)
But as far as I am personally concerned, it's a hard pass on ANY form of music alteration on my end. You can modify your own game files if you choose. However, I won't be providing any support or explanations into how to do it... or how to undo it. Remember any of those changes will affect the core games, and any other UGC you have as well.
