I rather like the first one myself (I wasn't the first to make it), especially as Pyro users of the Cap can then decide about whether or not they pledge allegiance to Pyroland. Nevertheless, it's nothing worth getting worked up over.
Using soviet hardware is different from having the URSS flag in your head imo.
Ok, come on. The "don't like it, don't use/play it" thing is thrown around to reflect any criticism towards anything.
What would even be the solution? Have the flag be the one of modern Russia? Not like they have done good in their reputation in these past years; and anything else would break the whole concept of the item of being the mercs nationality
Just don't have national flags on their hats at all would be my take
So, unless you have indeed taken my first suggestion & vocalised a request or suggestion for additional styles to the authors beyond your agreement with mine (Which I hope they would consider doing, especially with similar ideas to the aforementioned suggestions, as more options certainly increases value as far as Case Grades are concerned), what more can I suggest for you to do besides simply accepting your personal disagreement with this item's stylistic choices & moving on? (While you indeed can also express it, if you wish to ensure attention isn't drawn to an item, doing no more than leaving a 'No Thanks' vote or no vote at all might be a more effective way of achieving that).
Speaking of moving on, I think it's more than about time I did. I think I've spent too much time partaking in all of this silliness as it is, and I'm sure that there will be yet another item in the Workshop to get some people (Maybe even yourself) unreasonably worked up over arriving soon enough.
And then the "What about the coat of arms for all of the others?" queries will surely soon follow. Gotta stick with a theme, after all.

Besides, with California (U.S.A) being particularly prone to wildfires itself, one could also suggest using the United States National Flag on Pyro's Cap with that reasoning (Some may find some further relevance in certain historical events worth citing to further compel such a suggestion, regardless of how tasteful you may find them), or just the State's flag like those looking at the Cap's bearing the U.S.A National Flag are often requesting.
Although, considering that 'Benjamoose' (Voice actor for 'Prof. Bigginsize' & 'Prof. Freakinhuge' for ctf_Crasher, 'The Civilian' for Team Fortress 2 Classic & Open Fortress and other community projects) already decided to take Pyro's gentlemanly attire a step further a decade ago, some might be compelled to agree in suggesting an English flag, especially with the nation's well-recorded track record of causing a bit of bother (No need to implicate Wales, Scotland & Northern Ireland in such royal shenanigans):

Personally, I'm happy enough with Pyro's Cap bearing the flag of Pyroland (Assuming that the authors find no reason to provide alternative styles such as previous suggestions are provided for this item in the future, if the item is even officially accepted).

Funny how you link to the Pyroland article in the TF2 wiki as if that is evidence of the flag being justified for looking how it does despite the fact that Pyroland has no flag and the pyroland colors look nothing like the ones on this hat.
Actually, on second thought, maybe a reminder of what a rainbow that exists outside of Pyroland and/or without a flagpole looks like may be more helpful:
