They don't enter cars in this mod, there is an experimental mod that can add it but it doesnt work all the time

There's a sandbox setting for this, but it does say (BUGGY) so I haven't tried it yet. Maybe give that a go?

Have you enabled the option in the settings? If yes get the NPC to be close to the vehicle when you get on it, also try giving him the command via the G key and select the tile where the vehicle is and then as soon as he gets close to it take it off and he should enter the vehicle. I was able to do that but as the mod also specifies it's pretty bugged.
