is there any tutorial?
1st - I stuck on each realm around "large Town". none of them get enough Population to increase the level... did i miss something?

2end - Why how can i upgrade these Builduings at the secon row, like "School" or "Tax collector".
I can only build level 1 of those... even wehen i have enough Workforce and Admin....?
