How do we unlock scenarios?
Title says most of it, but a concrete example is that scenario 65 is unlocked by a starting personal quest and I can't figure out how to unlock it. I can find it and set it up in the game setup tab, but it still shows as locked and it kind of feels like I'm missing something.

Lots of quests are locked behind personal quests, as well as events in both road and city as well as maybe a couple locked in the puzzle book, or through other means that get added as you play the game. You are playing this for the long haul

On the other side of this, how do we lock scenarios? We played scenario 3, which should lock out scenario 2, but it still shows up as available.

Currently, there's no built-in way to mark locked out scenarios. You could mark them on your own, e.g. with the drawing tool or a decal.
