make sure youre attempting the reload with the correct type or rocket munition. sometimes its very specific.
ex. one of the shoulder gatlings will only accept one very specific type of FMJ ammo. nothing else will work.

once you confirm its the correct ammo type it should be as easy as suiting up and just right clicking to reload
