Report a translation problem
I say a navy of 33 because it's the only one I've tried it out with at the moment.
As far as I can tell, it's the point where the navy first moves away from the coast when the attrition values are first added.
Not really gamebreaking, just thought I'd point it out.
It sounds like just the value of fleet attrition is messed up.
Does this work for all fleets or just the ones far from home? I havent noticed this with my playthrough.

It doesn't happen for fleets very close to home.
Typically it happens to fleets far from home after a specific amount of months.
I tested it myself, I've set out a US Fleet in the middle of the atlantic, and have noticed that no attrition seem to be effecting them after leaving them there for several monthes, are you sure that the fleet has not been in any engagements recently?
Note, I did have an explorer. If you need, I'll post screenshots.
EDIT: I realised this issue was already talked about, sorry. Did you guys get it fixed?

I've found that previous versions of the game modify the .mod file after it is uploaded to the workshop, which if you aren't eagle-eyed, can make it easy to miss the subtle bug next time you update. More recent patches ( >=1.12 ) seem to eliminate this behaviour, but I am not 100% sure. Best to just check the .mod file after every upload.
Yeah... it's not working at the moment. You can enable it, but you don't receive the benefits that show up in the description text. It may be due to the issues written in the quoted post.
