Boxing Arrow: The "Boxing Glove on an arrow" is a classic Green Arrow gag. Needs representing on the class. Custom animations to *actually* involve a boxing glove are hard, but the basic perk implementation is going to be as a low-damage (probably a flat 2, but typed as melee for interactions with things like Sectoids and Iron Skin) attack, that stuns for 2 actions, on a 3-turn cooldown. Will likely also implement it to not cost ammo, as the Vektor Crossbow feels punishing to use with non-damage attacks in that way.
No Witnesses: An attack that only works on half-health-or-lower targets, but has +40 to hit and grants concealment on a kill. 5-turn CD. Will eventually be the MSGT perk to the Above the Law Tree. The Green Arrow is not usually one for Punisher levels of lethality, but the perk feels like a fun nod to some of his darker arcs (especially the early seasons of the Arrow show) and is very strong mechanically.
Hacking Arrow: This... look, this one's probably never happening. Because the code for hacking is confusing AF to me. But the general idea is to give the Vigilante the ability to hack objectives and ADVENT towers by shooting a tech arrow into them. Probably with a nice +50 hack buff applied as well to make it more useful on the latter. Trying to untangle "hack" from "has a Gremlin" gave me a headache the first time I tried to look at the relevant code, however. And it has the same problem that setting up animations to support it will be a whole second can of worms.
