This took me some days to notice and some more days to finally find what mod was causing the issue!

In short, this mod breaks light switches. It causes light switches to have a lighting "range" like a lamp does. So when you walk into a large room the light switch is only illuminated nearby the switch itself instead of lighting the entire room.

It was a fun journey to find which mod caused this. As when a light switch is turned on. It remains in this broken state for, forever. Even after reloading and disabling this mod. I had to disable mod after mod then travel to new areas each time to finally find the source.

Hope it gets patched! Really epic mod otherwise that needs some refinement.
