Generator stops powering base when unloading.

I use the March Ridge bunker as a base, and I have set up a security terminal inside the place. But when I walk out, unload the chunks of the base, then load them back in, come rooms (or even the whole base) are unpowered. I have to turn off and on the generator to fix this.

No error shows at any point...
