How does Carthage afford its armies?

Defeated a full stack and two fleets naval battle, defeated a stack when I landed in Africa, defeated another army in Sicily when I took another city, end turn, 4 full stack armies rush at me. No matter how many I destroy they just keep on coming. Playing as Rome. How do they afford this and how do you beat it?
