Changing generals

Hi two part issue: I can only Reinstate Legacy in Rome, but since ROme has no port - i cannot Reinstate a fleet.
Also i cannot change generals - should i be doing it in some other way other than vanilla way?

Generals can be changed in exact same way as in vanilla, its only way to do it.

Once you will capture a port, you will be able to reinstate fleet there.

I think my mods are broken - i dont have the vanilla "replace general" button... thats kinda why i asked
