That only applies to somewhat equally matched cav units. But with Carthages light missile cav against armored roman general, the roman general ALWAYS wins no matter who charged first, provided of course both units are fresh and not one of them not already been hit by other things previously. The reason is simply that the high armor value of the general prevents them from dying for much longer while the low armor rating on the light missile cavalry makes them die quite fast.
So something must have been wrong that we dont know about, mod conflict or missing information about what really happened in that fight (sometimes in the heat of battle you can miss the actual cause of something that happened). Maybe the Roman general cav unit had already fought against other units and taken a beating, maybe it was exhausted and perhaps the carthage missile cav was fresh and on top of that maybe expended also all its javelins on the general. In that situation it's not impossible that the outcome would be different.
Just for context. I slammed my general into the side of some Carthaginian Light Missile Cav. and they tried to run just before i slammed into them. They were at my infantries flank in a small city battle and I left them alone to manage infantry into boxing in the enemy which proved very effective. I come back 3 minutes later and half my general unit was gone and it said i was losing decisively and as i tried to pull away my general died and i just save scummed the battle.
second time around i did some cheeky stuff and had a landslide victory as they had to dismount off boats and i hit them while they were seperated from eachother.
You left them for 3 minutes IRL time? That's a long time, my guess would be that you general stood still while the carthage missile cav moved a bit away and expended all of its javs on your general. If they arent moving I believe many more of the javs will hit. And also possibly the carth cav may have repeatedly charged, withdrew, charged etc?
Oh one more thing that could potentially be of huge important, if the carh cav withdrew after your general had engaged them, your general would probably not pursue them but just stand back and then when the carth cav charged again you would need to again order your general to attack them. Otherwise they'll be much less effective, that's generally the case for most units.
Unfortonately no, I know Rome 2 can be quirky a but and i made sure they were actually fighting before i left my attention. Other then that yea i mean i didnt leave it running for 3 minutes i pause to make moves and all in. So about a 1 minute of full speed maybe is what i spent letting it run at full speed but thats rough guesstimate from what i remember. All in all the whole battle should have been a loss and i was cracking at this battle for hours and that was the first decent run where things went well but the general was way to important to lose mainly for political reason and he was a good general too. In any case I got past it the very next try as i said F*** it after grinding it for probably too long and went full aggressive.
Sounds like a weird occurrence, if it happens again a video would be very interesting (you can use the save battle option and then always record the actual video later at your leisure).
