This is the result of a configuration file.
To undo this problem, please follow the "fresh install" steps on the addon's description.
For your case you need to delete ass_rankings.txt
If you need additonal help add me as a friend and I will help you fix the issue.

From the front page :

What files do I need to delete to have a "fresh install"?
Navigate to: \garrysmod\data and delete:
ass_config_client.txt
ass_config_server.txt
ass_rankings.txt
and the "asslog" folder.

I hope it's still alive but, Whenever I Alt + Tab out of GMod, and come back in, it treats everyone in the menu as me.
For Example: After returning to gmod, i open the +ASS_Menu (Bound to M), and go to Plugins>Speed>*Playername*>Enable, It says that it gives it to ME when i click on someone else's name.
This is the same for any other option.
The only way to fix it is to restart the server.
It is a server run on port-forwarding with "Start New Game">setting "Singleplayer" to "x Players". It works fine until i minimize gmod and come back.
EDIT: Also i have not used a previous type of this mod

Interesting. Nice find, never heard of this bug. Will look into it- adding you as well if you would like to show me.

I ended up solving this with Dante, but I can not remember how. It was something on his end... an overflow of addons or a conflicting one... I can not remmeber, I will ask him and get back to you.

Hey lightning, whenever i start a world/server, i'm getting this error, and as a result of it, i cant get rid of that white notice bar at the top of the screen. Here's the error:

[Local ASSmod v1.3 [2015]] lua/ass_client.lua:764: attempt to call global 'ASS_ShouldShowNoticeBar' (a nil value)
1. ASS_Notice - lua/ass_client.lua:764
2. Function - lua/ass_client.lua:832
3. unknown - lua/includes/modules/usermessage.lua:87

PS. does this convar (i think thats what its called) control the notice bar for the whole server or per client?

The problem you are having is caused because at some point you had the ONLINE/original ASSmod installed or a verison before my 2015 build. The error is trying to find ASS_Notice but ASS_Notice no longer exists in the 2015 build as my latest build removed it entirely. This can be remedied by performing a 'fresh install'. Instructions are at the bottom of the description, but for ease I will post it here.

What files do I need to delete to have a "fresh install"?
Navigate to: \garrysmod\data and delete:
ass_config_client.txt
ass_config_server.txt
ass_rankings.txt
and the "asslog" folder.

**
I have noticed a few people still had Gmod 12 on their system and thus are in the wrong directory when they go to delete these files.
Please go to your Library and Right Click "Garry's Mod" > Properties > Local Files > Browse Local Files" to get to the proper folder.

Whenever starting a listen server, an error is printed in console stating:
[Local ASSmod v1.3 [2015]] lua/ass_client.lua:764: attempt to call global 'ASS_ShouldShowNoticeBar' (a nil value) 1. ASS_Notice - lua/ass_client.lua:764 2. Function - lua/ass_client.lua:832 3. unknown - lua/includes/modules/usermessage.lua:87

I know that you're aware of restrictions not working (I saw your comment), I've noticed that even built-in GMod restrictions are lifted as-well. If a SWEP requires Admin (little shield icon), a guest can spawn it, bypassing said restriction. I'm not sure if this was apart of the ASS restriction system being broken or not.

Restrictions: No. That is not related to the restriction system being broken. Sounds like a different addon causing the issue.

As for the console error, follow the person's issue above your comment. Same exact issue.
