SOLVED: power grid before trying to use rotors. Probably should've known this one.

I'm trying to use the hinges on an Earth like planet. I made a grid and started to put things together to make a mining rover with a drill attached to a hinge block. So i could rotate it up and down while operating the vehicle. Before attaching a drill, I decided to weld up and learn how to use the hinges. Yet, they refuse to move. I've tweaked the torque, the limits, I've even gotten to randomly sliding the sliders around like crazy and still they won't move at all unless I bump into them. I can't figure out what I'm doing wrong.

UPDATE: For some reason, when placing 3 hinges side by side, then grouping and setting the torque to 2, the hinges seemed to rotate, but I couldn't tell because my grid then flew into the air and exploded.

EDIT: I needed a powered grid, and I also learned that I'm a dummy.
