Perhaps something like...

+ On headshot: In addition to the damage given, it also gives enemies the "frostbite" effect, which slows them down and does damage. Duration of frostbite depends on the charge time with the maximum being 20 overall damage over the course of 6 seconds with a fully charged headshot.
+ Immunity to afterburn, or at least immunity for a few seconds a-la Spy-cicle. Activating the moment you are hit by a fire attack.


- 20% damage output
- Headshotting enemies on fire douses them and does 10% less damage than normal for a total of 30% less damage.
- 15% weapon swap speed (trying to take your hand off some ice after it's been there for a while tends to make it stick.)

! Pyros, Huo-Long Heavies, Cow-Mangler Soldiers, and snipers can counter their teammate's frostbite by with some fire and Jarate... yup.
! Afterburn might overlap frostbite if the enemy is frozen and then suddenly lit ablaze.

I think a support rifle like such would be balanced enough for valve with a few tweaks:

The damage penalty is 20% only on body shot or burning targets and will stack, head shots will mini crit, and frostbite does 3 damage every half second for 2.5 seconds at 50% charge, 5 secs at 75%, and 7.5 seconds at 100%, apples on body shots, has 20% slow and with 1 seconds worth of fire immunity
Would be cool if killed enemies would freeze silently
on kill: turns victim to ice
imagine a headless frozen statue... Lol
-sniper shivers for 5 seconds on miss
+on headshot fills heat meter (3 crits till full)(sniper rifle ice melts)
full Heat meter sniper rifle catches fire and does afterburn.(rifle melts wait till regen)

Make it a cross between Huntsmen and Bazzar Bargin open sights like hunts man rage like the bargin without high drop rate( arc of an arrow).

On headshot: Enemy slows and is marked for death for 5 seconds
+15% Faster movement speed while on fire
-40% Critical damage
PROS:
Full charge bodyshot: Slow down victim for 5 seconds
On kill: Turn victim into ice

CONS:
+15% longer weapon switch
-25% damage penalty
^If this indeed was to produce ice statues, there should be some way to tell that they weren't made by Spy-cicle. I personally think that the statues should miss their head or have a much darker tone or something.

High risk high reward. As a sniper main I like this.
+On Hit: Slows target for 6 seconds
- 30% damage penalty
- 25% slower charge rate

Sacrficing damage is something sniper doesn't really enjoy, especially if he cant rely on his charge. However, if hitting a target means it will be easier to collect a few heads, he will be all for it.

Positives:
On hit by fire: Fireproof for 2 sec
Immunity to afterburn while active

Negatives:
This weapon deploys 15% slower
-20% damage penalty
Slow mechanics don't work that well in tf2, how about:

(+) on kill, gain Icecicle
(+) uncharged headshot consumes one ice cicle, dealing the damage of a fully charged headshot
(-) an icecicle is consumed every time you fire the weapon regardless of if it even hits.
(-) -50% damage on bodyshot
