As far as i can tell all of the buldings that requer the grand palace as a boulding requerment cant be built by the necromancer as they build the palace of the perished instead
The eldar witch is unlocked by the teir 1 necromancer building and the normal withc by teir 2
The witch has just human slayer which is kinda specific.
As far as i know non of the new units like the druid and ranger have a spechies (human, fay, monster etc.) and as a result are imune to the goulifying curse. I'm not shure how practical it is to give them the race of the city that spawned them but it would alow them to be afected by race specific buffs and be vunrable to gouling.
