These civs do still work. There's just some mods which conflict with these ones. If you're using a mod to only implement modded civilizations, use "Only Mod Civs," alternatives seem to also remove vicevirtuoso's for some reason. Gaia's Core Mod is another one which conflicts with these. Or you could have an installation issue which sometimes happens. You might have to go into \Documents\My Games\Sid Meier's Civilization 5\MODS and unpack your mods yourself.
