civ without good mods is just boring.
when I play Lowee civilization -- the UU doesn't have any special ability (except recover when a writer is expensed). And it seems to be the problem of all the Hyperdimension Neptunia mods that the UU don't have any special abilities, since I didn't find any Units.xml in these mods. Can you fix them? Thank you!
Similar to Neptune, they rely on the use of an Oracle to maintain control over their cities (Mina).
Positives
-Civ starts with two settlers, rather than one
-Gains small benefits for all friendly civs/ declarations of friendship with other civs
-additional happiness from luxuries imported/traded with other Civs
-HDD: Ranged and Melee units have additional movement when within a friendly civilizations territory, and bonus damage when near friendly units (other than Rom and Rams)
negatives
-Relies on Mina to maintain control of one city at a time
-Cannot have more than two cities
