I also like your Tachanka idea, but I dont think putting a Chariot Archer as an model would be a good idea. I mean, a true tachnka model would be better.
Maybe just changing the Archer Model to a Cossack and chaging their bows to a Tachanka Machine-Gun would solve this.
(I know its not easy to model on Civ 5, so I respect that. But a true and realistic Tachanka model would just make the mod perfect).

Actually, it would be the mission of the Commune Tile Improvement :)
Instead of building a normal plantation or a normal farm, you would be able to build a commune, wich would give extra resources like food.
