@slowithers I agree that the Free Territory should gain some sort of happiness bonus, so I'm trying to find a way to change the UU so that the Free Territoty get's happiness from either specialists or tile improvements, but I'm trying to avoid making it too overpowered. I've also looked into making all non-capital cities puppeted, but it seems to prevent settlers from settling cities with this setting on. I may have to look into more advance lua coding to get this done.
If not happiness directly, perhaps all non-capital cities are puppeted, but the owner can still produce/purchase military units? I know this might be difficult to do, but it's all just suggestions and ideas.
Regardless, I think it's really cool to finally have this civ and applaud you work.
I hope somebody makes Factions from the Chinese Civil War as Mods. :-)
