Overhaul Instructions
Follow these instructions to effectively disable the vanilla culture conversion mechanic. Obviously, to remove this all you need to do is undo these changes. Or just revalidate your game on Steam.

To affect the overhaul you will need to modify the defines.lua file. This is something like a set of governing principles for eu4.

1) Subscribe to the mod

2) Navigate to your Steam installation folder for eu4. (on 32-bit machines it is: Program Files/Steam/SteamAps/common/Europa Universalis IV/ - for 64-bit machines try Program Files (x86)/). If you have no idea where this is then use windows search.

3) click on the folder common

4) open the file defines.lua with Notepad++[notepad-plus-plus.org] or Wordpad, some text editor like that

5) Find the line: ‘PS_CHANGE_CULTURE = 10’
This defines the cost for converting culture to be 10 diplomatic power per development.
Change the 10 to 999.

6) find the line: ‘MONTHS_TO_CHANGE_CULTURE = 10’
This defines the number of months it will take to change culture in a province, per development to be 10.
Change the 10 to 999.

7) save the file and exit

Ok that’s it, now you are done. What you have done is make it far too costly for the AI, or you, to ever change the culture of a province using the standard mechanic.
