In my opinion from a lore friendly perspective I'd shun a "black and white" diplomacy mod anyway, takes away from the fact the empire & dwarfs are meant to be gearing up for respective civil wars within themselves as it is with their new leaders attempting to grasp at power and rally support of their individual Clans/Elector Counts etc.
I'd also argue from a realism perspective having a moral "black and white" view makes for uninteresting characters and unrealistic motives from them and their respective factions.
Also nerfs the overall game difficulty, which I'd understand if it were a lore friendly option but in this circumstance it's really not.
For example, give 15 + relation to Bretonnian Dukedoms and while there might be wars, they won't be as dedicated to screwing each other as they are to others. I actually have a mod of this sort that I made for myself but didn't release.
On the other hand I agree with Wilhelm, in Warhammer world, everyone fights everyone at some point.
