Update 2!
- New building! Adds a few of all resources to a state.
Tech 1: Limits to 3 structures
Tech 2: Limits to 50 structures

- New techs!
Unit boosts: Improves stats, including organization recovery for Elite units
National boosts: Improves several nation-wide stats

The technologies were moved to the bottom of the Infantry Support tech tree so the standard techs are in the correct positions.
