Update 3!

- Slowed down the Elite units to 4 kmph. You can speed them up with specific speed technologies from 4 (leg infantry) to 8 (medium armor) to 12 (motorized) to "helicopter speeds"

- Broke down the upgrade path to allow 3 Elite equipment levels

- Made initial bonuses lighter on all techs, scaling quickly to "gunship levels"
