While Volin is a resonable choice as leader particularly because he remains alive at the time of the setting of the game, Makhno is probably more influential in the Free Territory and if we are allowing an alternate history where ukraine is free of the control of the soviet union and in an anarchist state, we should consider allowing the idea of an alternate history where makhno remains alive.

I think you can make the Pope head of Italy, it's been a while sicne I've played this mod, but I think adding the choice to make Joachim, Pirnce Murat head of ITaly would be cool (Basically aa Bonapartist leader of Italy)

For the guangxi clique, you could make Liu Sifu (although he was dead at the time) or Wang Jingwei (although he ended up working for the Japanese) leader for the DWFSM. Both were pretty promminent anarchists in the region and were in both the DWFSM and in the Chinese Assassination Corps
