While Volin is a resonable choice as leader particularly because he remains alive at the time of the setting of the game, Makhno is probably more influential in the Free Territory and if we are allowing an alternate history where ukraine is free of the control of the soviet union and in an anarchist state, we should consider allowing the idea of an alternate history where makhno remains alive.
