Catalan separatist bug?
When you have the Catalan separatist situations, the game has an error and closes, no matter with option you choose.

There's no Catalan separatist Situation in this mod.
I assume that it's part of a Spain mod? To resolve the issue and play this mod, I would recommend identifying whichever mod is generating that situation and disabling it. If that doesn't work, please let me know.
