Is it possible to bring back a completely killed civ?
I've recently been making my own game setup with the IGE and after setting up the second to last civ I realized I was unable to setup the last civ because at some point I had moved all of their beginning units off of land and into the ocean, destroying all of them before they had a city. This made it so I'm now unable to select them or see them in the leaders tab, and therefore unable to create units, cities, etc for them. I know they existed in the beginning because InfoAddict still shows their stats from when they existed.

Is there any way of bringing them back? Or are they gone for good?

I don't know for I never had the urge to do such a thing, but in the right corner of IGE there is a statue head with which you could become one of the civilizations actually on the map. But you probably know that already. Try everything your brain and IGE are capable of, IGE being the greatest of the mods. Other than that? Restart a new game, now that you've learned from your mistake...

Found a very useful solution:

Had to "enable city plopper" once in the SDK menu with the selected civ and click on a tile on the map, and just like that the civ had returned.
