Editing great person points in cities

Is there a way to edit the amount of great person points in cities?
I have an odd issue where I have an absurd amount of great diplomat points after turn 36, causing one to spawn every turn. I would prefer this to not happen.
Is it possible to lower the amount of great person points in this mod?
