Could you create the same IGE for civilization 6?

The few mods for Civ 6 do not really allow the same possibilities as IGE. I would like to be able to place my civilizations in specific places on the map but this is currently impossible without a real IGE such as yours.

For example, the "toggle map observer" function of the "cheat map" is not compatible when switching civilizations: So, I can’t really place the AI where I want on the map...

And, I’m on mac so I don’t have the ability to make changes to the game script or use "firetuner"

Could you create the same IGE for Civ 6? Please...
