Am i able to edit AI civilizations?(like world builder)

I would like to know this as well. I have seen some posts where players said they moved the AI settlers to change the start locations, but I have not found a way to control AI units. I dont want to learn how use the sdk, just change starting locations for maps or push a civ a certain way.
