Can you add modded civilizations using ingame editor ?
i want to make my own real start locations , with 14 other modded civs , can i just "spawn their capital" where i want to ?

I used it a lot but never tried that that far. All I did was moving city states, and sometimes civilizations, which means the starting groups, around. It works, complicated and tedious, but it works, even better if none of those civs and CS "see" each other in the "travelling" process.
IGE can do all, that's my moto.
