'Mod is blocked by exclusivity'

when i try to enable the mod it says 'Mod is blocked by exclusivity' even though i have the base game and brave new world, so do you need gods and kings, also i have tried manually installing it but i encounter the same problem i am using windows 8
someone plz help it would be much apprechiated :)
