BUG: Can't buy AWACS, option not available

I just subsribed to this mod and cannot see it available to buy in the aircraft menus.

I went into the mod manager and had the mod installed and activated. Still does not show up either in the arcraft buy menu or in the workshop menu.

I tried this both in the community edition and regular.

for the record, I cannot build it either. This mod seems to be broken, but the plain AWACS mod works just fine
