Considering fall update AI improvements
is this all working as intended considering the Fall Update AI improvements?

had to stop using this. For example in a game with true starts in a bigger world or European map England just made two cities and never went to Scotland and never founded another city anywhere. Totally non-expansionistic. Maybe they stopped working right after the mod made my game crash so much I had to take it off just to get to the next turn.

Yeah this mod is drunk with the fall update. Civs apparently all try for the "one city challenge"
