Planned changes for AME2
More techs! More modules! Less modules!

* Removing Amped Shield Boosters. The AI loves them. It especially loves stacking them, creating conditions where their fleets have abysmal fire-rate but nigh-unbreakable shields. Stalemates are Uncool.
* Removed Survey Processors, due to changes to Science Ship designs.
* Removed Overdrive due to changes to Afterburners.
* The Ship Cores will be split up to have more tech requirements. Bastion (Shield) Core will require high-end shields, for instance, whilst Rampart (Armour) Core will require high-end armour.
* Sensor gear will be tweaked. The Auxiliary Array will add weaponrange as well as sensorrange, rangefinder will improve accuracy, etc.
* Most module negatives will either remain static or decrease with tier, as opposed to increasing (current behaviour), reflecting actual tech advances/refinements.
* Phased Plasma will probably lose its damage to armour bonus and gain some shield penetration.
* Buff ECM?
* Redone/shuffled icons!

Potential new kit;
* STL/FTL stabilizers. These will counter the effects of interdictor fields (by generating a tiny invisible aura w/ higher priority) and grant some modest bonuses. They're gained via the interdiction techs, so you can figure out how to counter an enemy's interdiction by reverseengineering it.
* Armour Alloys. Three planned variants; ultralight (less defensive, adds some speed), superheavy (more bonuses, reduces speed), energized (adds some shield as well as armour).
* Rare 'apex' technologies, like the Panopticon Sensor which gives healthy buffs to tracking, accuracy, weapon range, and sensor range; and FTL Supernavigation, which gives a significant buff to FTL travel stats.
* Shield boosters for the Enigmatic Fortress Shields and Psionic Shields.
* Hull/Armour Repair Modules. Three tiers, will add some hull/armour repair. An 'apex' suite may be added that restores both at once.

Specific numbers are pending Cherryh/2.0 release but shouldn't change too much from current values.
