Yes, that would be insanely overpowered. I once did a game with the DaughterOfSeth mod and x10. GloryOfRome would be similar. Implementing all the new unique units of GoR is too much work, so I'll likely not do it.
But it should already be stupid and overpowered now.

I might completely rework the calculation for combat strength.
I did not factor in, that damage is calculated exponentially[forums.civfanatics.com]. I even created an integer overflow for the damage numbers (fixed now).
I'll probably scale the additional damage dealt due to a modifier by a factor of 10. A bonus of +5 increases damage dealt by 22%, so with the x10-mod it should increase by 220%.
