- "VISA" is really powerful. +25% research, and you give up very little.
- "Propaganda" is terrible. I wouldn't pick this if it was 300% governing ethics attraction instead of 30%. I can see that I might use "Censored Media" if I needed lots of influence quickly, but "Free Media" will almost always be the best choice. +30% happiness and a load of other stuff, including unity for some reason? Yes please!
- Atheism is overpowered. It might increase your monthly influence by 1000%! Theocracy's unity bonus might increase your unity by 1000% at the beginning of the game, but soon it'll tail off to be perhaps a 10% boost. Needs some rebalancing here.
- "Free Economy" is great early game, when it more than doubles your monthly mineral income. Later on, when you've actually met people to trade with, you'll switch to "No Trade", which gives great discounts on buildings and ships in return for -15 minerals a month, which by then will be only a small fraction of your income.
- I noticed a typo in "Basic Eductation". Apart from that, it's a great policy. The -40% research isn't even very crippling, because technology isn't very important in this game; the starter corvettes are the most effective ships you can build until late game. Plus, you're getting +25% research from "VISA", and perhaps more from Entertainment policies.
- The various Entertainment policies are all powerful, but situational; I can see myself switching between them to fine-tune the balance between happiness and productivity.
Having differently powered policies isn't necessarily a bad thing; some players like it, others don't. However, it will lead to some options being always valued over others, instead of different options being useful for different playstyles; the latter helps replayability.
Also, you need to make sure that the AI understands how to use the options, or you're just making the game easier.
