do not use powershell, just use cmd ( who said you need powershell here ?? none )

at this point, either i'm misunderstanding something critical, or there are more factors affecting this install issue.
-- no matter how many times i uninstall, apply the depot downloader files into the folder, reinstall, and wait for steam to finish recognising the files in the folder, it just keeps going back to failing to install.

i have noticed that upon attempted reinstallation, the files we apply into the game's folder are completely erazed ( except for 2 folders, the depot downloader folder, and the game data folder ).
-- re-applying the depot downloader files into the game's folder after they've been erazed does not fix the install issue either.

just in case this has anything to do with it, here're the commandlines i used in the depot downloader to get the files for the failing installation:

./DepotDownloader -app 3602770 -depot 3602771 -manifest 1479572818763965580 -username [ insert username here ] -remember-password [ insert password here ]

no need to use depot -depot switch with a bad depot number just use the switch -app
depotdownloader -app (appid) -username (yourusername) -password ( your password)
you do not need more ...
for the app id use the manifest file or steamdb

first, i uninstalled the demo that was failing to install.
-- then, ( did this both while steam was actively running, and while steam was fully closed ), applied the files from the depot downloader into the game's folder where the demo would be installed into.
then attempted to reinstall the demo that is failing to install, again.

both ways failed, it keeps failing to install the demo.
-- steam detects the files in the folder, however, it then just goes back to trying and failing to install.

tested the uninstall -> apply -> reinstall method again, further.
-- it still failed to fix the issue with the demo trying to install, however, it did manage to fix the issue for the game that was failing to update.

even tested the method both while steam was actively running, and after it was fully closed.
-- at the very least, it is progress, since it manages to work around the updating issue side of things.

now we just need an workaround / fix for installations.

because it need to update the manifest file and till steam, can't the error will still be here.
may be the manifest can be updated while steam is not running like if the game has done and finish it download ,so added files will be will be safe and usable

have any of both of you tryed to use steamcmd ?
i wasn't been able to use it , even for downloading newly released demos : it always failed with no subscription error message ( may be i use it badly ??? )

since the 7th may 2025, steam has begun to push some game that cannot be downloaded on windows 7 running old client .
By old client i mean all old steam client that are frozzen since the last steam update

some games demos released after the 7th may, can't be correctly installed under w7, as steam saying it's corrupted because of a new algorithm used on downloaded chunk needed to uncompress them and not present on frozzen w7 steam.
It affect games demos but surely will affect games too and/may be game update

for the demo you can use depotdownloader ( https://github.com/SteamRE/DepotDownloader/releases ) but it's not the same game for the games you bought and their updates

i have no feedback about another tool , steamcmd, as i just used it for the first time recently and honestly i wasn't able to install anything with it ...
because first it need to use a new switch ( -overrideminos ) and whatever i did it failed saying there is "no subscriptiion" while using it for anonymous downloading of demos ( eg : you can't enter profile + password or may be i am too stupid for that ...)
also used force_install_dir to force demos on a specific folder before anonymous login

till now there is no issue with game update on my side
