As for the timekillerz scanner, it's currently no longer supported and the associated data is at least 9 months out of date.

We currently only go by scannable games for the requirement, if they're not showing up on the scan it's because they either never passed through Steam Learning before removal or the game was banned, which aren't counted towards the total because ownership can't be determined from our end. You're very close, though, with only 22 to go it shouldn't take you long.

I don't know about CID The Dummy specifically, but saying "Retail" on a steamdb license doesn't mean it's actually a key for a physical copy. Most older games used "Retail" to refer to their key license (because key licenses and store licenses used to be separate before they combined them a few years back).
