I feel the thing with slower build speed is that it removes the entire point of engie, his buildings!
Even combat engie is still focused around buildings building a teleporter and dispenser near a chokepoint while also providing a presence on the battle field.
+50 health isnt that much, its when paired with the gunslinger that its a big deal.
It's called the Brawn Over Brains PDA, so no shit that it should make his buildings weaker. A slower building speed doesn't make the Engi completely useless, it just forces him to be a bit more smart and defensive if he wants his buildings up.

Also +50 health is really a lot. You can survive a headshot, two rockets from mid range, and a whole lot of other damage with 175 health. The Engineer isn't meant to tank that much damage for a reason, because his sentry does most of the fighting for him. I always hear this argument that Engineers with 175 health and a full sentry isn't that much, but if you have a really smart Engineer with good building placement, and good aim, he can do a lot of shit. It doesn't just affect Gunslinger Engis, this transcends all wrenches.
