The fact that most "appeals are laughable at best" should not be a problem in cases like this where he can document that he immediately started to make amends.

But if someone acts only after he got already caught and the process is in motion, how can you distinguish between someone being truly sorry and someone saying and doing anything just to save his ass and / or buy some time?
If his attempt to make amends was genuine or just a means to buy time to continue scamming, can only be determined in time, imo.

So my position would be to mark him, because it was a clear case of a scam, and tell him that he only has a chance to appeal in, lets say 2-3 months, if he comes to terms with the victim now and has no further reports pending by that time.

That way you would also not have to make promises, you may not be able to keep, about how his case is going to be handled, in case more evidence comes to light or another admin "overrides" you.

It would also protect the community from those that have no intention of never scamming again in the meantime until they can appeal and show that they really meant what they said.
