You need to read more carefully. He said he can't join group chats, not groups. He can't add friends but unrestricted accounts can add him as a friend. His other 3 games are also F2P, and since he said he never spent a dollar, and I think I remember he didn't have NS 2 in his inventory when I first looked at it, and since he has 0h on record for it, and since he hasn't returned here, I guess NS 2 is what he bought / got gifted now instead of DOTA 2. If he's talking about "Premium Steam", everybody but you seems to be able to understand what he meant. What has the fact that his Steam account is over 1 year old got to do with anything?

Do you remember the date shown by "protected by Steam Guard since"?
Did that also show that it was more than 15 days ago that Steam Guard was actually activated?
Did Steam support reply yet?

Anyway, it seems to work now...

The alt(s) I created have nothing but TF2 F2P in their inventory.
Did you set up the profile, confirmed your e-mail and clicked the confirmation link within the e-mail when you set up the accounts?

You also need to log in again after all that at least once to actually activate Steam Guard (although is is activated automatically, that only happens with the first login after confirming your e-mail).

That in fact is false. It's how it used to work before the 15 days Steam Guard restriction, but that's not how it works now.

I did trade with my F2P friend (that I now gifted the UPG) before and shortly after the upgrade as well as with a F2P Alt of mine in the past and just tried again:

Yes, you need to trade them like any other item. The premium account has to send the trade request (and send the friend invite or be on the same server). But the wiki says that whoever gifted them the UPG should get the Speks. Steam of course knows who gave / traded them the Gift they used.

I am and was on his friends list when we traded and he used the Gift shortly after. But neither did he get a popup asking who helped him nor did I get my Speks (yet).

That's not how I heard it would work with the Upgrade To Premium Gift. It is supposed to be automatically awarded to the one that gifted it. He did not get such a popup.
