I suggest decreasing AP back to 2 and giving it a like a 2 or 3 turn CD. The ability to run 2 turns in a row is quite powerful but when you must use your half or more of your AP to use it the ability loses its luster and becomes quite weak. 2 AP cost is manageable but 3 AP makes it too weak given the nature of the ability, increase AP cost is counter productive in an ability that is supposed to give you more AP.
