Report a translation problem
Mvek reported some issues with Barbarians (see below). I have doubts that this is because of the map; and suspect more it's VP and some new bugs/interactions with other mods after their newest release. The added code for this scenario is so minimal, it really shouldn't trigger what's being reported.
Remember that this version of the map is the SCENARIO: it has pre-set civilizations and city states, with some slight modifications for balance.
If you want to test if your problems come from another mod, you could play a game on the "Map Only"-version of this map. It's just a map, so whatever problem you run into must come from somewhere else: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1272973963
I will try Spain on your map as a map, not scenario, too and also on your map without any mods to be sure.
Note that this file is a SCENARIO: it means it has starting locations and some fine-tuning included in its code.
If you want to play with other nations than the ones listed above or be absolutely sure to encounter lots and lots of Barbarians, try the MAP ONLY version. That one is just the map file, nothing that could screw anything up (alas, its starting locations are totally random, so you may end of with some head-scratchers for your first city):

Other netaions (at least India and Vikings) are fine even here.
Another strange thing is that when playing with Vox Populi and starting as India or Vikings, I have not encountered any Barbarians. And yet when playing random map, I encounter them a lot and tough.
